Chapter Nine: Opening Education to the World
41. Strengthening International Exchanges and Educational Cooperation
Educational internationalization has become a leading trend in educational development circles across the world. This has therefore become an inherent requirement for establishing a strong educational system in Jiangsu and for realizing province-wide educational modernization. Inevitably, it is also a key choice for the development of international talent. This educational internationalization will be further expanded so as to allow comprehensive, multi-level and wide-ranging international education exchanges and cooperative programs to be carried out. It shall also support the recruitment of international personnel and the usage of high-quality educational resources, improve teaching quality and enhance the international competitiveness and influence of Jiangsu education. Eventually, it is expected that Jiangsu province shall become one of the leading experts in this field.
42. Cultivating Personnel with Global Vision
A key component of an educational internationalization strategy is the ability to be objectively positioned, and such a strategy should focus on educating large numbers of exceptional students in the fields of international affairs and international competition. A number of professional and academic courses for internationalization will be developed and a number of featured programs established and taught in other languages (non-Mandarin) will be supported at some colleges and universities across the province. Cooperation with internationally-renowned universities will be strengthened and the exchange of teachers and students, mutual credit recognition schemes and joint degrees will be actively promoted. A study abroad program for university students will be implemented that will ensure that by 2020 5% of undergraduate students at high-level universities will have overseas study experience and 3% of undergraduate students at other universities will have overseas study. Training of high-skilled personnel by vocational and technical colleges for Foreign Invested Enterprises (FIE) shall also be supported. Qualified secondary schools will be encouraged to actively carry out international exchange programs. Second language teaching and teacher training must be strengthened and improved, which will assist in improving the second language ability of teachers and students. The proportion of bilingual programs should be extended and communication in, as well as the application of, other languages by teachers and students in teaching and research must be enhanced.
43. Introduction of High-quality Overseas Educational Resources
In order to improve and develop the quality of education in Jiangsu, components of different educational philosophies, ideas on schooling, teaching methods and management experiences shall be adapted from other countries and advanced curriculum resources from overseas shall be actively introduced, digested and absorbed into Jiangsu’s education. The establishment of an increasing number of high-level joint universities will be actively promoted, as well the establishment of joint teaching and research units between local and international universities. Recruitment of high-level overseas personnel and international scholars and experts in cutting-edge technology, critical innovation and educational management shall be strengthened. Internationally-recognized professional qualifications will be planned and introduced by 2020 when it is expected that more than 20% of specialized courses offered at vocational and technical colleges will be integrated into the stream of internationally-recognized professional qualifications. Partnerships between high schools and international partners will be investigated for the establishment of a group of highly-integrated international curricula. The extent of usage of Internet-based curriculum shall be widened.
The scale of overseas teacher training will be expanded. Centers for the overseas training of teachers will be set up in order to expand international education exchanges, to strengthen the internationalization of Chinese language education, and to showcase Jiangsu’s educational achievements.
44. Enhancing International Influence of Education
Recruiting international students and students from Hong Kong, Macao and Taiwan for postgraduate programs will be encouraged. In addition, vocational and technical colleges, and model high schools shall be encouraged to recruit international students. Jiangsu province shall be developed into a destination province in China for studying. By 2020, the number of foreign students in Jiangsu shall be increased to 50,000 and the proportion of foreign graduate students at each of high-level universities shall be more than 5%. "Jasmine" government scholarships for foreign students shall be set up and work-study health insurance policies for foreign students shall be established. A number of international schools for foreign children shall be founded and secondary schools and kindergartens will be encouraged to provide education to children of international employees. Alumni associations of local universities overseas shall be established.
45. Expanding International Education Services
Policy support shall be increased so as to actively develop the overseas education market, to support high-level universities in establishing branch campuses or study centers abroad, and to jointly organize overseas education parks. Global Confucius Institutes and Confucius Classrooms shall promote the efficiency and quality of Jiangsu education and overseas volunteer programs shall be started at local colleges and universities.
Educational exchanges and cooperative programs with Hong Kong, Macao and Taiwan shall be actively developed so as to expand areas of cooperation, to enrich program contents and to improve the effectiveness of the cooperation.
