9. Jiangsu lays down education responsibilities of lower level governments
Jiangsu published a series of new guidelines in October 2017 to check and evaluate the municipal and district governments’ implementation of education duties and responsibilities.
The guidelines included detailed rules and regulations on areas such as student moral development, faculty building, and educational investment. It will be introduced in a third party monitoring system.
