During the 14th Five-Year Plan (2021-25) period, Ge Daokai, director-general of the Jiangsu Provincial Department of Education, said that educators should work on deepening educational reform and innovation, as well as on promoting a fairer education system among the public.

He rolled out five pursuits for Jiangsu to realize these goals.

The first is to build a more complete educational system that not only covers the development of the K-12 basic education system to a high level, but also has a goal of having a net enrollment rate for higher education reaching around 65 percent.

The second is to provide students with more educational options and cultivate them in accordance with their aptitude so that they can realize individualized development.

The third is to realize educational fairness to a deeper and wider extent by measures like narrowing regional, urban, and rural gaps, as well as inter-school gaps. A focus should also be made on strengthening the development-oriented funding system.

The fourth is to boost more vigor and vitality by improving the fundamental system of educational criteria, supervision, evaluation, as well as construction of the teaching body.

The last is to make education better serve society. To achieve this goal, efforts can be made in maximizing universities' innovative power and talent pool, as well as in stimulating closer connections among education and industrial integration to bolster regional economic and social development.
