Schools that provide nine-year compulsory education should stop reusing music and art textbooks as the practice impedes the improvement of aesthetic education, said Ge Daokai, a national legislator and director of the Jiangsu Provincial Department of Education.

According to Ge, all music and art textbooks are currently kept by schools and only distributed to students during classes. Students are also not allowed to take the books home or make markings on them.

In light of this, Ge suggested provincial financial departments increase appropriations to ensure each student can have his or her own textbook for music and art classes. He also suggested that the central government offer subsidies.

In addition, efforts to develop digital textbooks and audiovisual teaching materials should be stepped up to address the lack of textbooks and help teachers conduct their classes, said the director.
