Progenitor Vocational & Technical College is a full-time private college with the sponsorship of Jiang Zhiping, a Taiwan compatriot and educationist from Lianshui.

As a college with independent recruitment and diplomats, it was approved by Jiangsu Provincial People's Government and registered at the Ministry of Education.

Located in the Lianshui county of Huaian city, Jiangsu province, the College is located in covers an area of 309 mu (206,000 square meters), with a floorage of about 100,000 sq m. It has around 170,000 volumes of books in library and more than 40 labs.

There are about 5,000 students and 198 teachers, including 40 teachers with senior academic titles.

In addition, the College has been a sister college of another two colleges that founded by Mr Jiang Zhiping – Taiwan's Tungnan University and Ching Kuo Institute of Management and Health. Some teachers are from Taiwan and a group of foreign countries.

It insists to build itself as a college with high standard service and well-equipped facilities. There is training base for digital-controlled machine tools, labs for computer assembly, network, electrical engineering and electronics, and baking. It has also established friendly relations and cooperation with dozens of foreign companies and the students can receive a "one for one" pre-employment training program provided by enterprises at the appraisal center for professional skills in the campus, which will guarantee them a successful employment after graduation.
